Reliance Tel is sending unnecessary bills & Notice,In mumbai , where to get registerd for Consumer forum ?

I am getting unneccessary Bills & Notices for Reliance Communication , even though i have surrendered tel, where can i aopproach any LEGAL DIVISION to takes up individual member's complaints related to Reliance Telephone following letter sent To, Shabnam Latiwala 102/2, Mubarak Complex V B Nagar, Kurla (w) Mumbai : 400 070. Sub: Reference to Demand Notice for Payment of outstanding dues Rs. 261/- Ref : Tele Connection of Account No.: 100000100612711. Dear Sir, With reference to notice Please find enclodse herewith Photostat Copy of Telephone Bill along with Nil Outstanding Letter, as we have surrendered our Telephone on 23 August 2005. Please Close the case from your end and issue us the letter for the same Thanking You Yours truly,
