How can my friend claim justice from Reliance Communications.?

Recently my friend has been taken for a ride by the kerala circle of Reliance communications, this made him lose a lot of money and very depressed too.He wrote to certain officials but they did not even bothered to reply. Whom should he approach for redressal of his grievance.
